First of all, "Why a normal license specification?" I hope you can think about it in the same way as a moped minicar (blue number).
As it exceeds the width of motorcycles, it means that "license classification is ordinary license".
I often hear that "it is okay with a normal license because it is registered with a side car", but the important thing when using on public roads is driving without a license if you ride a normal car without a motorcycle license regardless of the road traffic law, registration is.
It is also true that registration with a side car can be done on paper basis only because there is no car inspection, but please note that in the event of an accident, it will develop into a serious (official document misrepresentation) problem.

If that "is it okay?" Does not have a motorcycle license but it is OK with a normal license, it is not OK because it is unlicensed driving.
As with the gyro minicar registration, registration is a paper procedure, so it is not (unfortunately) difficult to register with a minicar or sidecar by faking the office or the Land Transport Office.
However, the use on public roads is based on the Road Traffic Law under the jurisdiction of the police, so even three-wheelers are treated as "special motorcycles" in normal width, and if you use them without a motorcycle license, you will be caught without a license.
If the tread is widened and exceeds the width of the motorcycle as in this vehicle, the license category is "normal license".
Rather than registering, it means that you need a normal license to use on public roads under the Road Traffic Law.
If interpreted well, even if you do not have a motorcycle license, it is okay if you have a normal license, but even if you have a three-wheeler with a sense of stability, the operating method is almost the same as a two-wheeled vehicle, if you understand it before you consider it I think.
